What this industry resource is designed to solve

Search programs often underperform because teams jump from keyword lists to page production without defining the business question each URL must answer. This resource provides a structured way to decide which pages deserve to exist, what evidence they need, how they should connect, and how success should be measured after launch.

The downloadable guide complements the industries hub. Use the hub to browse individual resources and this page to establish the common decision framework used across them.

Executive decision matrix

Decision areaQuestion to answerEvidence to collectCommon failure
Search demandWhat is the user trying to accomplish?Query patterns, SERP composition, conversion dataTargeting volume without intent
Page architectureDoes the intent deserve a distinct URL?Topic overlap, service scope, location differencesNear-duplicate pages
Content depthWhat must a buyer know before acting?Questions, objections, proof, process detailGeneric copy with no decision value
Technical deliveryCan search engines reliably crawl and index it?Status codes, canonicals, sitemaps, internal linksPublishing into an indexation problem
MeasurementWhat business outcome should improve?Qualified sessions, enquiries, assisted conversionsReporting rankings without outcomes

1. Start with the commercial question, not the keyword

Group queries by the decision they represent: learning, comparing, validating, locating or contacting. A page should have a clear job in that journey. When several keywords express the same need, one strong page is usually more useful than multiple thin variants.

For UAE campaigns, also test whether emirate, city, language or sector context materially changes the user need. Location modifiers alone are not enough reason to duplicate a page.

2. Build an architecture that separates genuinely different intent

Connect industries, services, industries, guides and research through descriptive internal links. The architecture should make it obvious which page is the primary answer for each topic and which pages provide supporting detail.

3. Make every important page demonstrably useful

Strong pages explain scope, constraints, process, trade-offs and next actions. Replace unsupported superlatives with evidence that a visitor can evaluate. Use tables only where comparison helps; use checklists where a sequence or verification task is more useful.

4. Validate technical signals before scaling

Check status codes, canonical URLs, indexability, sitemap inclusion, internal links, mobile rendering, title and description uniqueness, structured data syntax and image paths. Fix template-level problems before publishing hundreds of additional URLs.

UAE localisation checklist

  • Confirm whether UAE-wide or emirate-specific intent is genuinely different.
  • Use language variants only when the content is fully useful in that language.
  • Keep contact, service-area and availability claims consistent across pages.
  • Use local examples only when they are real and relevant to the decision.
  • Measure leads and assisted conversions by landing-page group, not only aggregate traffic.

Questions to ask before approving a page

  1. Which user decision does this page support?
  2. What makes it different from the closest existing URL?
  3. What evidence or detail makes the answer credible?
  4. Which pages should link to it, and where should it link next?
  5. What metric will show whether the page is helping the business?

Frequently asked questions

Should every keyword have its own page?

No. Create separate URLs when intent or required content is meaningfully different. Consolidate close variants that would otherwise produce duplicate or thin pages.

How much content should a page contain?

Enough to answer the user’s decision thoroughly and efficiently. Word count is not a quality target; clarity, evidence, completeness and usability matter more.

Should structured data be added to every page?

Use structured data that accurately describes visible content. Do not add ratings, reviews, offers or other claims unless the page genuinely supports them.

How should success be measured?

Combine technical coverage and search visibility with qualified organic sessions, enquiries and assisted conversions. Review page groups separately so weak templates can be identified.
